QuestionBin Wallpaper
Today I want to show you how to make a simple but yet pretty QuestionBin wallpaper. Let's start.
1. Creating Background
First let's create our Photoshop document. I'll use size 900 x 700 (width x height).

Now fill your background with #64CF23 (make sure your foreground color is this green and background color is black) . Then go to Filter -> Render -> Fibers and set these settings:

Press OK to apply fibers. Now go to Filter -> Blur -> Motion Blur and set these settings:

Now go Filter -> Blur -> Gaussian Blur and set these settings:

When it's done create a new layer and fill it with black color. Now click on "E" on your keyboard to select Eraser Tool. Now click on five spots on your black color layer so it will look like this:

Now duplicate your first layer like this: hold down CTRL and press J. If it's done bring up Blending Options and set this settings:

Now create a new layer top of your black color layer and select "Rounded Rectangle Tool" and make sure your foreground color is white.

Use Rounded Rectangle Tool to draw a box like this:

Now change it's blending to "Overlay" and change it's opacity to 64:

Now click on "E" button again to select Eraser Tool and delete where you want from the sides. I made it like this:

2. Creating Text
Now it's time to add text. Write your text in the middle like this:

Open up Blending Options and set these settings:

Now create a new layer. Select Elliptical Marquee Tool and make this:

Now hold down ALT and press BACKSPACE to fill it with white color. Now click on your text layer and go Select -> Load Selection and press OK. Next click on your white color layer. Now go Select -> Inverese and click OK. When it's done click on Delete button on your keyboard to delete excess white color. When it's done change white color layer's opacity to 21.

3. Final Words
Well.. you are done. If you want you can add more things to it but my outcome looks like this:
